- Coordination among democracies. Frontier labs in democratic countries should adopt shared safety standards and coordinate limits on unchecked capability growth, with government support where competition law makes cooperation difficult.
- Global coordination. Democratic and authoritarian governments should seek agreements on dangerous uses, pre-release testing, and—if verification becomes possible—limits on recursive self-improvement. Amodei acknowledges that broad international agreements would be difficult to enforce.
The practical and geopolitical tension
The essay recognizes that slowing only one company or country could hand an advantage to less cautious competitors. Amodei therefore separates actions Anthropic can take alone from measures that require industry or government coordination.
